Is it possible to inset text into the blank buttons in the clip art library?

Yes you need to set the image as the background image to a cell or table and then you can type on top of it.

I find it better to just create the button in an image editing software and import the completed image.

I make some of mine with XHeader. Background page color. Insert / Paste image in. Type in words. Drag word around a little bit til you get it just rite. Then i use Windows Snipping tool to cut it out and crop & Resample to rite size.
Windows Snipping tool saves it as a PNG file and it usually has a clear background around it that you may not notice until you view it enlarged. That's what i crop off of it.
