I'm still trying to figure out some SEO information.

Do search engine bots read php code?

Do search engine bots read content from RSS Feeds as long as its in php code?

I look forward to your answers.

Yes and yes. It is generally thought that search engines read rss php pages but don't read pages where the rss feed is in javascript.

Go to view source in IE, Firefox, Opera, or Safari, whichever browser you are using. Whatever text you see there in view source, bots see too.
