How can I make "children" show only if parent is selected?

'Children' will only show up on the nav bar if you select 'Show on Navigation Menu' on the Info tab. Instead of doing that, when you create a 'child', put the parnt name in the box named 'this page is a subpage of:'

All 'children' entered like this will be under a common parent but can still be published in the footer, if you wish, by checking the relevant box.

If you want a drop-down menu in the nave bar, search under that bame in this forum and you will find various comments on how to do this.
